Robert Stephen Higgins is a retired mechanical engineer who took up a second career as a human rights theorist. He has written two books and many articles on human rights and political science.

Robert Stephen Higgins is a graduate of the University of Toronto (1964) and now a retired mechanical engineer who began a second career discovering the truth of and writing about human rights. His early engineering career brought him to Seattle as a material stress analyst on the 747 jetliner project but for job continuity he moved to the nuclear power industry and the design of power stations. Foreign assignments took him to Argentina and South Africa.  
In 1999 he took early retirement to apply his experience in objective analysis to social and political issues. Governance for a New Era is his second book. He lives in Ontario, Canada with his wife and oldest son.
